HB4099 requires the Housing and Community Services Department to guarantee that local governments will defer system development charges owed by home builders, with a new Municipal Development Protection Fund established to support this guarantee.

Digest: The Act makes OHCS guarantee a local government’s collection of a fee to be paid by a home builder on a delayed schedule. The Act goes into effect when the Governor signs it.
