The Community Alliance of Tenants (CAT) is a statewide renter-led organization working to advance tenant rights and housing stability in Oregon. Founded in 1996, CAT organizes tenants, provides education on renter rights, and advocates for legislation protecting renters from displacement and unaffordable rent increases.
CAT operates the Renter Hotline, providing legal information and referrals to tenants across Oregon. The organization has been a prominent voice in debates over rent stabilization, just-cause eviction protections, and tenant relocation assistance.
