Housing Oregon
Housing Oregon#
Housing Oregon is a statewide nonprofit association of approximately 147 organizations that build, finance, and support affordable housing across Oregon. Based in Portland, the organization serves as the collective voice for mission-driven housing providers, including community development corporations, housing authorities, and other affordable housing developers.1
Housing Oregon strengthens the affordable housing sector through education, resource development, and legislative advocacy. The organization hosts an annual conference and award gala that has become one of the largest housing-focused gatherings in the state, drawing over 1,300 attendees in 2025.2 It also operates the Oregon Supportive Housing Institute, a training program for organizations developing supportive housing projects.3
Policy Positions#
- Affordable housing investment: Advocates for significant state investment in affordable rental housing development, including funding for the Local Innovation and Fast Track (LIFT) program and Low-Income Housing Tax Credits (LIHTC).4
- Rent assistance: Supports universal rent assistance programs with consistent requirements and accessibility standards, arguing that rental assistance prevents evictions and stabilizes housing for vulnerable Oregonians.5
- Housing preservation: Calls for state funding to preserve rent-restricted units facing expiring federal assistance, preventing the loss of existing affordable housing stock.4
- Eviction prevention: Supports systemic eviction diversion programs, including legal services and mediation, to keep tenants housed.4
- Tenant protections: Supports strengthening renter protections, including caps on annual rent increases and protections against discrimination based on immigration status.6
- Housing accessibility: Advocates for stronger accessibility standards in new housing construction to serve people with disabilities.7
- Middle housing: Supports expanding middle housing options to increase overall housing production and affordability.8
Key Legislative Involvement#
- HB 4136 (2026): Testified in support of redirecting mortgage interest tax deductions from second homes to fund down payment assistance for first-time homebuyers.
